From 1 July to 31 December 2025, Denmark takes over the rotating Presidency of the Council of the European Union. Under the headline “A Strong Europe in a Changing World,” the Danish Presidency sets an ambitious agenda focused on security, resilience, competitiveness, and the green transition.
CAP and MFF: Setting the stage for the next programming period
The Danish Presidency is expected to contribute to initial discussions on the future orientation of the Common Agricultural Policy (CAP) and the next Multiannual Financial Framework (MFF) beyond 2027. These discussions will shape the design and financing of future EU programmes, including those with relevance to rural development, environment, and climate change mitigation and adaptation.
A Green and Competitive Europe, focused on bioeconomy and integrated land use
The Danish presidency sees the green transition as key driver of a stronger, resilient, and competitive Europe, reducing environmental consumption footprints and better protecting natural resources, while securing continued greenhouse gas reductions across all sectors.
Denmark highlights the role of biotechnology and bio-based solutions in supporting the green transition. The Presidency looks to prioritise the political discussion on the upcoming EU Bioeconomy Strategy. It will organise a conference “Boosting and mainstreaming bioeconomy” on 2 - 3 December in Copenhagen.
The Danish Presidency reaffirms its support to the EU’s commitment to climate neutrality by 2050, with particular emphasis will be placed on negotiations for an EU 2040 climate target. It aims to achieve clear guidance for climate action, investments, and industrial competitiveness.
To strengthen EU competitiveness, simplification and burden reduction shall be a central priority during the Danish Presidency to ensure efficient negotiations that offer legal clarity for businesses, reduce unnecessary administrative burdens, and increase transparency in reporting obligations for investors.
In parallel, Denmark promotes a more integrated approach to land use, highlighting the need to address forests, water, biodiversity, and agriculture in a coherent framework.
Legislative files in progress
The Danish Presidency takes place at a time of continued work on several forest-relevant legislative files. Most notably, the Presidency aims to conclude negotiations on the proposal on EU Forest Monitoring, and on the proposal on Forest Reproductive Materials. The Danish presidency will prioritise negotiations on the revision of the European Climate Law to set an EU 2040 climate target.
